Major Streamers Must Pay 15% of Revenues To Canadian Content, CRTC Says


Canada’s broadcast regulator says major streaming services such as Netflix must contribute 15% of their Canadian revenues to Canadian and Indigenous content. “That’s three times the five-per-cent initial contribution requirement the CRTC set out in 2024, which is being challenged in court by major streamers, including Apple and Amazon,” reports Global News. “Contribution requirements for traditional broadcasters, which currently pay between 30 and 45 percent, will be lowered to 25 percent.” From the report: “The total contributions are expected to stabilize the funding at more than $2 billion in support of Canadian and Indigenous content, such as French-language content and news,” the regulator said in a press release. The CRTC made the decisions as part of its implementation of the Online Streaming Act, which the U.S. has identified as a trade irritant ahead of trade negotiations with Canada.

The CRTC also set out rules on how the money must be spent for both streamers and broadcasters, including contributions toward production funds and direct spending on Canadian content. Most of the streamers’ financial contributions can go toward content, though the CRTC is imposing rules on how that money must be spent for the largest streamers. For instance, streamers with Canadian revenues of more than $100 million annually must direct 30 percent of spending toward partnerships with Canadian broadcasters and independent producers. Large Canadian broadcasters will have to direct at least 15 percent of their contributions toward news.

The new financial contribution rules apply to streamers and broadcasters with at least $25 million in annual Canadian broadcasting revenues. The decision covers audiovisual programming, meaning it affects traditional TV broadcasters and online services that stream television content. The regulator also said Thursday online streamers will have to take steps to ensure Canadian and Indigenous content is available and visible to audiences. “This will make it easier for people to find this content on the platforms they use, while giving broadcasters flexibility in how they meet the new expectations,” the CRTC said in the release. Details of those requirements will be determined at a later time.

To a typical client, as in the project owner, getting a good grasp of construction drawings and everything that the documents might entail often seems like a tall order, but only because it actually is. Just about the entirety of a construction site is a safety hazard, and that’s why contractors don’t take their children to a picnic in one. It’s full of trenches filled with dirty water, allergy-causing dust, noises from heavy machinery, and unsightly porta potty. So, not that much of a difference from parks, then.

The most dangerous hazards of all are those you can’t see. Still remember about a LEGO piece hiding under the carpet? A lot of things are sneaky like that in a construction site, but much more lethal. We’re talking about high-pressure gas mains, enormous water pipes, electrical lines bigger than a rebar, and the like. If, and only if, a construction worker fails to notice one of those hazards, gets carried away with breaking a pile of hard soil, and swings his cutter mattock an inch deeper than he should, things can go horribly wrong. It’s a little over specific, admittedly, but that’s a possible nightmare scenario when people take construction drawings for granted.

Detailed construction drawings from architectural design firms can show you where the existing utilities are located. This isn’t just about avoiding headaches with the insurance company, but making sure that no one gets electrocuted or experiences the horror of witnessing an exposed septic tank. Those are quite a lot of words to describe a job, but to put it simply, safety officers use construction drawings as a basis to devise some methods to keep everyone reasonably safe while they’re working. For example, if there’s a deep well somewhere on the jobsite, they have some tall fencing made around it so that no one accidentally drops a helmet into the hole. Simple, isn’t it? In the real world, things aren’t that simple, unfortunately, but you get the idea. A site plan isn’t photorealistic, but you can trust safety officers because they’re trained professionals with the power to see technical drawings in 3D mode. Evel Knievel also had safety officers, maybe. They don’t eliminate the risk, only minimize it as best they can.

Defying gravity

Nothing technically “defies” gravity. Hot air balloons and even the light bulb that suddenly appears above your head each time an idea comes by are subject to gravity. But humans, since the dawn of civilization, have been playing tricks to try to prevent gravity from messing around too much with their lives. Some people even travel far away to space to avoid it. At least from that perspective, architectural design services are better than astronauts because they don’t need fancy suits and expensive rockets to defy gravity. No, they use construction drawings to devise some clever plans to make sure that a structure doesn’t crumble and fall to the ground.

No matter where you are on Earth, gravity always tries to pull you downward. It even happens underwater. If you’re smart like architects and engineers are, you’ll know what to do to make structures, especially tall ones, strong enough that they can withstand the force of gravity. Things might be easy if you’re constructing a small, plain, boxy structure. Just use four massive columns, some beams, and joists to support the roof, and you’re good to go. But not every construction project has the luxury of simple structures. Lots of different building designs are pretty complex; they also require sophisticated engineering concepts and solutions.

Construction drawings translate all those engineering ideas into a technical illustration. Everything is heavily annotated in case the architect forgets what those lines and shapes should represent in the drawings, and their dimensions too. This brings us back to the notion of construction drawings serving as instruction manuals. They tell the contractors and subcontractors how to build the structure, so it has a good fighting chance against the mighty force of gravity, not only in the short term after the project is done, but also throughout decades and centuries of use.

Contractors shouldn’t have to guess how the frame of a structure must be assembled. Construction drawings specify the columns, footings, foundation, reinforcement bars, concrete pour, primary and secondary beams, trusses, bolts, welding, and the lot. Based on each component’s specifications, the architect can identify the load-bearing components and calculate their maximum capacities.

More often than not, it actually is the drafter who takes on the responsibility to come up with the right calculation. Architect’s approval is still required for everything, but a good draftsperson plays an important role in improving construction safety and efficiency. It’s not that difficult a safety concept, really. If the (unfinished) structure stands still, the workers can move about with their heads held up high.

Buying only what’s necessary

Professional architects and engineering design experts probably don’t suffer from the tendency to buy more materials than what the job needs. Just because suppliers offer free returns and a money-back policy doesn’t mean anyone enjoys doing it. One of the hallmarks of an efficient construction project is the absence of unused materials on site. It’s an unnecessary mess and certainly a sign of money not well spent at all. But the opposite is also true. Ordering less material and still wanting to get the structure properly built are foolish ideas. For instance, having fewer nails and screws is just a disaster waiting to happen. Sure, the hammer and the drill bit suffer from less wear and tear, but it’s not really worth the risk.

In this specific example, construction drawings are like a recipe card. Say you want to make an apple pie this Sunday evening, so when things go horribly wrong on Monday, at least you have something reliably good to turn to at the end of the day. You need to get all the right ingredients in the right amount and follow the directions in the right order to make the right apple pie. If one ingredient is missing or is nowhere near enough, you can just borrow some from the neighbor. Now, imagine that instead of one or two eggs or a measuring cup, it’s 20 tons of lumber or a couple of dozen custom-sized glass windows. Can you call a neighbor and have them ready by the door when you get there? Nope. The more likely outcome is a one-week project delay because the lumber and windows must be sourced and fabricated first.

We’ve mentioned before that construction drawings, or at least some of them, are heavily annotated. Material take-off is technically an annotation, but it’s often too long that it needs separate sheets. Material “take-off” sounds a little scary, although it’s just a fancy term architects like to throw around to say something about counting the materials correctly. Not just the big stuff like concrete mix, reinforcement bars, masonry, and prefabricated components, but also small items like nails, screws, binding wires, and everything else in between. It shouldn’t come as a surprise that a task well done can be a massive efficiency booster.

When you order just the right amount of materials, and at the right time, there’s no sitting around and taking selfies while waiting for the concrete mixer that never fails to arrive late, or sending someone to the nearest hardware store during rush hour to buy more plumbing pipes. And if this person has to stop for fuel, that’s additional time not used wisely. Time that the plumbing contractors can otherwise use to actually install the pipes. And since you don’t overorder, you don’t have piles and boxes of unused materials cluttering the site. Even an unassuming item like a leftover timber and an empty barrel can cause someone to trip, fall, get hurt, and claim insurance money. If you only have what you need on a construction site, things are more likely to stay organized and the logistics well-managed.

Egress planning

Construction drawings don’t just go and end their useful life when the project or working with architectural design and drafting services is done. People whose jobs revolve around the maintenance and management of a building use the drawings as guidelines to perform their duties. A big part of this management task is to mark the locations of the fire exits. 

Nobody expects a building to catch fire just so they can follow the ubiquitous arrows pointing at the escape route. But if things do go wrong and the fire sprinklers suddenly burst out water on your laptop, followed by an annoying alarm sound, you don’t want anybody to wonder where to go and run for their lives. Using construction drawings, architects and drafters detail the locations of fire exits, emergency paths, and stairs in the building.

The “egress” (another fancy word, this time for “getting out as quickly as you can”) planning is meticulously crafted to make sure that no matter where you’re in the building, it’s never too far away from a safe exit. The planning part includes the use of fire-rated walls, the number and locations of fire sprinklers, and the positioning of emergency lighting.

And from an efficiency perspective, a properly laid-out emergency exit helps, in a small way, prevent the city inspector from coming to the construction site and shutting down the project because you don’t have enough doors leading directly to the outside. Of course, it’s also cheaper and much more practical to draw a massive door than to cut through a concrete wall later on.

While Warhammer Survivors treads much of the same ground of Poncle’s original, there is a small mechanical twist at its centre that adds a meaningful extra drip of chaos to the action.

Finnish phone-maker HMD bundles Indian AI chatbot onto new smartphone in push to reach local market


Finnish phone maker HMD today launched its first smartphone, called the Vibe 2 5G, which comes preloaded with Indian AI company Sarvam’s chatbot Indus. Both companies had first announced the partnership during the India AI summit held in New Delhi in February.

The Indus app is powered by Sarvam’s locally trained 105-billion-parameter model — a measure of the AI’s scale and sophistication — and launched at the AI summit. The app supports 22 Indic languages and mid-sentence code-switching (the ability to fluidly mix languages mid-conversation, like switching between Hindi and English), which helps the assistant better understand the context of a query. Currently, the application doesn’t support offline usage, and it doesn’t have any integrated feature with the device to invoke the AI assistant through a shortcut.

The partnership is a potential testing ground for both companies to gauge the appetite for an India-focused chatbot.

“With this partnership, the first thing we want to do is get the Indus app to consumers,” said Ravi Kunwar, HMD’s CEO and Vice President for India and APAC, in an interview with TechCrunch. “Once they start using it, we will move to phase two to focus on driving more traction and stickiness. Right now, by pre-loading the app, we want to be more accessible to users,” he said.

The Vibe 2 5G is a mid-range Android phone with a 6,000mAh battery and a price tag of ₹10,999($114). Kunwar added the devices in the Vibe series of smartphones will also get the chatbot, and the company is also expected to launch a feature phone with Sarvam AI integration in the coming months.

That feature phone integration may ultimately prove more significant for both companies. HMD held a 4% share of India’s feature phone market in 2025, but its smartphone share was negligible — the company doesn’t even appear in the top 15, according to analyst firm IDC.

While it’s early days for Indus, the download numbers reflect that. Nearly three months after its launch, the app has been downloaded just over 293,000 times in India across platforms, according to Appfigures. By comparison, ChatGPT was downloaded 43.9 million times in the country.

It’s a big gap, but the strategy behind the HMD deal may matter more than the early numbers. Bundling a regional AI assistant with affordable hardware — particularly feature phones — is one of the more direct distribution plays available in a market as large and linguistically diverse as India, where English-language AI tools have limited reach. For investors and operators watching how AI adoption gets seeded in emerging markets, this partnership is worth tracking.

Sarvam has been one of India’s marquee AI startups. Beyond the Indus app launch, the company has focused on enterprise partnerships, especially for voice-based solutions. It is on track to become one of the most funded AI startups in the country, with reports suggesting a funding round of $300 million at a $1.5 billion valuation is in the works.

The 8GB/128GB RG577 has a recommended retail price (RRP) of $249.99, but it’s currently being sold on ANBERNIC’s website for $229.02. By contrast, the 256GB model has a $299.99 RRP but is currently available for $279.02.

In any event, you’re getting some good specs for the price. It has the same MediaTek Dimensity 8300 chipset as the well-received RG477M, which means you’ve got plenty of horsepower for PS2 and GameCube emulation. However, the Mali GPU means you might struggle with PC and Switch emulation. It also stands out by offering a 5.48-inch OLED screen instead of the RG477M’s 4.7-inch LCD panel. Other notable specs include a 5,500mAh battery, 27W wired charging, a microSD card slot, Hall Effect triggers, and a 3.5mm port.

In saying so, the RG577 faces stiff competition from rivals like the Retroid Pocket 5 and 6, as well as the AYN Thor and Odin 2 Portal. These handhelds all have OLED screens and Snapdragon chipsets. Furthermore, some users have criticized the RG577 for its cheap materials and small analog sticks. Table Flip Simulator starts off with a simple idea: smashing stuff is fun and dials it up to eleven. The story begins with you working at DullMart and your boss demands you work overtime on your birthday. Naturally, this sets off a heroic journey where you end up becoming the President of Antarctica. How did this wacky game go from flipping tables to 50 chaotic levels? We spoke with the development team at YummyYummyTummy to discuss making this comedic, physics-powered puzzle game.

Where did the idea for Table Flip Simulator come from?

Spencer Yip, Director: I wanted to make a game where players could de-stress and laugh by causing a little harmless chaos. One of the early ideas was a playable rage room and then I remembered a table flipping arcade game I saw in Japan. Watching objects shatter into pieces felt cathartic and I wanted to see how far we could run with destruction as a core mechanic.

There are a lot of different levels in the game and each one has unique goals too. I played the level where you’re a barista making coffee and another level where you work at a grocery store.

SY: We thought it would be fun to take real world jobs and turn them into absurd situations. In the grocery store level, you’re breaking packages and tossing fruit at customers. Later in the game, you’re throwing clothes at models as a fashion show judge, stopping a zombie apocalypse, and making futuristic sushi.

Completing objectives charges your rage bar and when its full you can unleash a massive table flip! It’s the game’s Super Saiyan moment.

How did you come up with the story for Table Flip Simulator? What inspired you?

Geoffrey Golden, Narrative Director: The story was a highly collaborative process with Spencer. I loved the room trashing mechanic and figured we needed a player character with a deep well of anger to justify all those flipped tables and chucked cups of steaming hot coffee. We let the player character’s heightening emotions guide the plot forward, from annoyance to righteous indignation to power mad fury, and synchronized those emotions to the gameplay. 

What was the wackiest scene you wrote?

GG: It’s hard to choose. I wrote scenes where the player angrily destroys a K-Pop fan meetup, a Wild West town, and an alien planet, but the most surreal might be a presidential debate between the player and their penguin rival for the future of Antarctica. It’s a wild ride!

Hang on, how do you debate with a penguin?

SY: Hahaha. It’s actually a boss fight with Pecky Penguin! She throws fish and you can defend yourself by blocking with the LB button. When you block items, you can pick them up and throw them back at her or the senator seals she summons. Pecky is one of the bosses you’ll encounter on your big flipping journey. Watch out for a college professor, a wrestler, and even a kaiju.

What is it like creating a game with an indie team?

SY: The best part is everyone gets a chance to shape the game with their ideas. Eric, who made behavior trees for the actors, thought it would be funny to have characters freak out when they touched fire so he added that as a feature. Raisa, who modeled a lot of the characters, had the brilliant idea to turn the table into a character by giving it eyes. Then, our sound designer found a voice for Table-kun who became the game’s mascot. Each creative and strange idea made the game wackier and more fun to play.

How does the level editor enhance gameplay?

SY: Good question! The level editor is one of the features we’re most excited about because we’re sure players can make memes playable and design their own ridiculous situations! Every time you complete a level, you unlock that level and its items to use in the editor. You can start from scratch and fill a stage with wizards, furniture, penguins, flying cars or whatever delightfully weird combination makes sense to you. Or you can remix one of the levels we made.

Think of it as a physics-powered playground with over 3000 items and 200 characters to experiment with. After you make a level, you can share it online through CurseForge or browse levels created by the community. We built 50 levels for the main game and known players are going to come up with ideas we couldn’t imagine. All of us are excited to see the unhinged levels that only players can dream up and we can’t wait to play them.

SY: I hope everyone that plays Table Flip Simulator gets a good laugh. We made this game to turn everyday frustrations into ridiculous gameplay. You’re breaking stuff, you’re solving puzzles to hunt for secret objectives, and watching your score climb while fragments of cars unexpectedly fly everywhere because of physics said “let’s do this.” Most of all, we want players to smile as they watch a sentient table plow through the world.
